Angolan Secretary of State for International Cooperation and Angolan Communities Domingos Custódio Vieira Lopes received a copy of the credentials of Mubarak bin Nasser Al Khalifa in Luanda on 25 February 2025.
The document identified Al Khalifa as Qatar's nonresident ambassador to Angola. Receipt of a copy is a preliminary diplomatic accreditation procedure; it is separate from the full credentials ceremony involving Angola's president the following day.
