Qatari Minister of State Dr. Mohammed bin Abdulaziz Al Khulaifi received the letter from a Chadian presidential official during a meeting that also addressed African developments. The reference to a transitional presidency reflects the officeholder's status at the time of the 2024 message and is not a description of Chad's present political structure.
