Qatar and Uruguay signed a letter of intent in Montevideo on 1 October 2026 to deepen cooperation in international mediation and the peaceful settlement of disputes. Qatar's Minister of State at the Foreign Ministry, Dr. Mohammed bin Abdulaziz Al Khulaifi, signed following talks with Uruguayan Foreign Minister Mario Lubetkin, Qatar's Ministry of Foreign Affairs reported.
The two officials reviewed bilateral relations and regional and international questions. Al Khulaifi presented the initiative as a means of exchanging experience and supporting dialogue and peaceful conflict resolution. Qatar Fund for Development Director General Fahad bin Hamad Al Sulaiti attended the meeting. The instrument is described as a letter of intent, rather than an enacted treaty or a completed mediation mission.
